basic committee to pay allowances, pensions, and subsidies. Accounts shall be settled monthly. The balance shall be transferred in toto to the credit account of provincial trade union councils or of national committees of industrial unions as labour insurance reserve funds (here- after referred to as "reserve funds");

(b) Reserve funds shall be used by provincial trade union councils or national committees of indus- trial unions as subsidies for their subordinate basic committees who are short of funds. National committees of industrial unions may empower their local organisations to take charge of reserve funds. The A.C.F.L. shall have the right to decide on the use and transfer of the reserve funds in the custody of all subordinate provincial and municipal trade union councils and national committees of industrial unions. If provincial or municipal trade union councils and national committees of industrial unions run short of reserve funds, they may apply to the A.C.F.L. for transference of funds for their benefit.

(c) General labour insurance funds shall be used by

the A.C.F.L. to sponsor collective labour in- surance undertakings.

Article 23. Labour insurance funds shall be spent only on labour insurance matters and shall not be used for other purposes.

CHAPTER VI: EXECUTION AND SUPERVISION OF LABOUR

INSURANCE ACTIVITIES.

Article 24. Committees of labour insurance in trade union basic committees shall be the basic units responsible for labour insurance activities. Their primary duties shall be to ensure through supervision the payment of labour insurance contributions, to decide on the use of labour insurance funds, to supervise the fulfilment by the enterprise of the various financial obligations provided by the present Regulations, to deal with all matters relevant to labour insurance, to draw up monthly accounts of labour insurance funds, and to prepare annual budgets, balance sheets, plans of activities, and general reports. These latter items shall be submitted to a higher-ranking provincial or muni- cipal trade union council or the national committee of an industrial union and to the labour administration of the local People's Government. Labour insurance committees shall also report on their activities to General Members' meetings or Meetings of Members Representatives.

Article 25.

Auditing committees in trade union basic com- mittees shall make a monthly examination of the accounts of labour insurance funds and the fulfilment by the adminis- trutive side of the enterprise or the employer of financial obligations as provided in the present Regulations. fesult of the auditing shall be made public.

Article 26.

The

Provincial and municipal trade union councils and national committees of industrial unions shall have the duty of guiding and supervising the work of thoir subordi- nate basic committees in connection with labour insurance.
